AE3 Partners was formed by the merger of three firms: RLD & Associates, St. Onge & Associates, and Davis Enterprises. This merger created a diverse mix of architects, civil and structural engineers, and real estate professionals that work together to move project from the Client’s initial concept to final execution. The firm currently operates from two locations in Oakland, California.

Douglas Davis, MBA, AIA brings over a decade of experience with biotech, hi-tech manufacturing and institutional clients coupled with a strong background in mid to large scale tenant improvements, shell renovations, and ground-up core and shell. His portfolio of experience includes clients as diverse as Genentech, the University of California, the Federal General Services Administration (GSA), Invitrogen, Vaxgen, Virologic and others. Mr. Davis leverages his business background (MBA) to assist clients with feasibility studies, lifecycle and real estate cost analysis, and site selection. As both an architect and a construction manager Mr. Davis has helped clients maintain project schedules and budgets by performing constructability reviews, value engineering (VE) services, and the management of scope/program changes during design/construction. Mr. Davis a Bachelor of Architecture and a Master of Business Administration from California Polytechnic State University, San Luis Obispo. Mr. Davis is a Licensed Architect and Real Estate Broker in the State of California.
Rick L. Dumas, Assoc. AIA has 20 years of diverse residential, multi-residential, religious buildings and mixed use experience as a designer, construction manager and a developer. For the past 17 years, Mr. Dumas has had his own practice RLD + Associates Inc, that has operated in California, Arizona, Nevada, Virginia, and Tennessee. With a career that originally began in construction, Mr. Dumas has a pragmatic approach that ensures that the project design enhances value, simplicity, and an efficient construction schedule. During the start of his practice, Mr. Dumas had a successful affiliation with SLR Architects (Palo Alto) and completed several commercial projects with Apple, HP, Raychem and Sun Microsystems. Mr. Dumas also has a strong civil survey and design background completing various drainage, grading, and landscape projects for local government. Well networked within his Native East Bay, Mr. Dumas has strong affiliations with local civic, building and planning officials.
Gene St. Onge, PE, SECB brings nearly 40 years of experience in Civil Engineering, Structural Engineering and project management in multi-residential, commercial and industrial buildings in the U.S. and abroad. Over his career Mr. St. Onge has been associated with several unique innovations, including the first known base-isolated residence in the world (1993) and a patented lateral resistance device designed to expedite building construction in soft soil conditions. Mr. St. Onge’s practice has centered upon cost-optimized structural solutions that satisfy code and owner requirements without “over-engineered” components. Mr. St. Onge has a Bachelor’s in Civil Engineering from Tufts University, a Master’s in Civil Engineering from UC Berkeley and is a registered Professional Engineer (Civil Engineering) in the States of California and Washington. He is also Structural Engineering Board Certified in the State of California. He is a member of the Structural Engineers Association of Northern California (SEAONC) and ASCE.
Nan Kitiyakara, P.E. is a licensed professional engineer who has nearly a decade of structural and civil design experience. He is also a member of the Structural Engineers Association of Northern California (SEAONC). His areas of specialization include:

- Prefabricated modular custom homes, single and multi-family.
- Design and retrofit of light commercial buildings.
- Multi-family, multi-residential design [condos, townhouses, apartments and mixed-use buildings].

- Unreinforced masonry and concrete building retrofits.
- Single and multifamily home grading and drainage design.
- Steel helical anchor and push pile design.
- Tridipanel EV / 3G panel floor and walls for single-family homes and studios.
Anthony Kingman, R.A. brings more than 18 years of experience in the design and project / construction management of a wide variety of transportation, biotechnology, commercial, industrial, recreational, residential and institutional projects. Before associating with AE3 Partners, Mr. Kingman served as the facilities design manager for the Santa Clara Valley Transportation Authority (VTA). In this role he was responsible for overseeing the design and construction of five vehicle maintenance facilities. Mr. Kingman has also completed large scale academic and institutional laboratory projects for Amgen, the University of Oregon, Los Alamos and the U.S. Department of Agriculture. Mr. Kingman has recently overseen significant portions of the Oakland International Airport terminal 2 expansion. Mr. Kingman has considerable expertise in solar power systems and has overseen the construction of several large arrays for public sector agencies and commercial clients.
Gregory P. Layshock, Architect, brings 10 years of experience with residential, retail, commercial and educational design. His portfolio of experience includes ground-up multi-family residences, commercial tenant improvement projects and accessibility upgrades. He has a strong background in CAD standards and computer programming which allows him to better serve clients by streamlining design and drafting procedures. Mr. Layshock also has a strong design history and has worked on many complex projects with demanding deadlines. He has a strong interest in energy conservation and green design, and is experienced in performing residential energy analysis calculations with EnergyPro software. Mr. Layshock is a registered architect in the State of California.
AE3 Partners ownership is equally divided among two African Americans and an Arab American. The firm is currently registering as a SLEB (Small Local Emerging Business) in the Oakland Area and is currently pursuing Federal 8A status.
